OUTSOURCING OF TRAINING:

                     There are four Farm Machinery Training & Testing Institutes in the country under the Department of Agriculture & Cooperation. They are located at Budni (Madhya Pradesh), Hissar (Haryana), Garladinne (Andhra Pradesh) and Biswanath Chariali (Assam). These training institutes are providing training to the farmers also but mostly the farmers of the same State or the nearby States are benefiting. To increase the canvas of training for farmers in the area of Agricultural Mechanization, a new initiative of outsourcing of training has been introduced during the Tenth Plan period and this has started from 2004-05. The aim is to train large number of farmers and to provide training facilities at nearby places.  The training programme shall be arranged through the institutions such as State Agricultural Universities (SAU`s), Agricultural Engineering Colleges/Polytechnics etc. to be identified by the State Governments.   The guidelines for the outsourcing of training have been issued to all State Government/Union Territories vide this Department’s letter No. 3-2/2004-My (I&P) dated 9th June 2004 (Annexure-I). There was a budget provision of Rs. 10.00 lakhs for the year 2004-05 and this has been released to the State Governments  of Manipur, Goa, Jharkhand, Tamil Nadu and Rajasthan. The state-wise details of amount released for the training courses may be seen at Annexure –II.   As more proposals are in hand to cover more beneficiaries, an enhanced allocation has been proposed at RE stage.

Sir,

You would agree that the demand of trained manpower in the field of agriculture is enormous.  In order to streamline the process of farm mechanization to increase productivity, production, income of the farmers, and at the same time to conserve the inputs for crop production, it is necessary that the various levels of man-power engaged in the area of agricultural mechanization is imparted training and also exposed to refresher trainings for new technology components.

  1. During the 10th Plan, the Government of India have approved a programme for outsourcing of the training programmes with a view to provide training to the farmers at near by places of their residences.  The training shall be organised through the Agricultural Engineering Faculty of the identified State Agricultural Universities, Agricultural engineering Colleges, Polytechnic etc. A list of training programme is also attached.

   1.           The remuneration to the training agencies/institutions would be at the rate of upto Rs.2500 per trainee for training duration of one month and training shall be organized in a batch of 2o to 25 farmers. The break-up of expenditures per trainee for a training programme of one-month duration for 20 trainees has been given in the table below.  It is, however, clarified that the funds would be released/reimbursed based upon the actual number of trainees.

Note: Except travelling expenditures, expenditures on other items would be

  1. You are requested to take immediate action to identify the training institutions in your State which have adequate facilities for organizing the training programmes indicated in Para 2 above. It is also suggested that beside the training infrastructure, the institutions shall also have reasonable lodging facilities for farmer trainees. The proposal for such Institutions and the schedule of programme for training for the year 2004-05 may kindly be sent to the Ministry at the earliest possible for further actions.
