NEW INITIATIVES

The National Common Minimum Programme (Item 3) of the UPA Government states that a special programme for dryland farming in the arid and semi arid regions of the country will be introduced.  In keeping thereof, the Department of Agriculture & Cooperation has formulated a new scheme on ‘Enhancing Sustainability of Dryland Rainfed Farming Systems’.

The Proposed Scheme on Enhancing Sustainability of Dryland Rainfed Farming System will focus on areas receiving less than 750 mm rainfall a year and have less than 30% coverage under assured irrigation of net sown area.  The strategy is to promote dryland farming practices and supplementary occupations such as horticulture, agri-silviculture, agro-forestry, animal husbandry, dairying, etc. The details of proposed components to be implemented in the scheme are given at Annexure.

  1. The National Common Minimum Programme (Item 3) of the UPA Government states that a special programme for dryland farming in the arid and semi arid regions of the country will be introduced.  In keeping thereof, the Department of Agriculture & Cooperation has formulated a new scheme on ‘Enhancing Sustainability of Dryland Rainfed Farming Systems’.  

  2. Inadequate soil moisture especially in rainfed and dryland areas is the major constraint, among others, for crop centric agriculture. The proposed scheme aims at addressing issues like rainwater harvesting and its efficient utilisation; in situ soil moisture conservation; use of organics/organic manures; alternate land use; and adoption of improved dryland farming technologies. The programme measures/components proposed to be included under the scheme are given at Annexure.

  3. The scheme is proposed to be implemented in the arid and semi arid regions of the country particularly in the districts having annual rainfall less than 750 mm and assured irrigation coverage less than 30% of the net sown area.  

  4. The scheme, when implemented, will adopt a vertical village concept. At field level the implementation unit will be the Gram Panchayat.  The approach of implementation of the scheme will be on full package basis to farm holdings. The scheme will be implemented by the States/local Government through central agencies like ICAR, NSC, SFCI, NABARD and NCDC and will have full integration with schemes of water conservation and water harvesting being implemented by the Ministry of Rural Development and NABARD.  

  5. At the national level the implementation of the scheme will be monitored by the National Monitoring Committee under the Chairmanship of Secretary (A&C).  At the state level the Monitoring Committee will be headed by the Agriculture Production Commissioner.   

  6. The fund requirement for the implementation of the scheme during the X Plan (2005-06 and 2006-07) is estimated to be around Rs.2150 crore and for the XI Plan period Rs, 7000 crore.  The scheme will be on 100% funding from GOI.

  7. The impact evaluation/concurrent evaluation of the scheme will be done by an independent agency.

    Present Status

  8. The Feasibility Report has been submitted to the Planning Commission on 9th December, 2004 for approval of the scheme.  After receiving ‘in principle’ approval of the Planning Commission the Detailed Project Report (DPR) and proposal for EFC will be prepared.
